Born on February 24, 1930, in Oakland, California, Hoover's journey was marked by kindness, support, and unwavering patience. His hardworking spirit and responsible nature were the foundation of his life, which he dedicated wholeheartedly to his family.
He shared a wonderful life with his beloved spouse, Violet Wong. Together, they nurtured a family filled with love and joy. Hoover was the proud father of Dr. Wesley Wong and Cindy Toy, and father-in-law to Leonor Factora-Wong and Norman Toy. His heart brimmed with pride for his grandchildren, Darren (Jessica) Toy and Dr. Kelly Toy (Kevin Pascual).
Hoover's supportive and kind nature touched the hearts of all who knew him. His patience and dedication were a guiding light for his family, inspiring them to reach their fullest potential.
On December 16, 2024, Hoover peacefully passed away in Fremont, California, leaving behind a legacy of love and cherished memories.

A graveside service will be held on February 20, 2025, from 11:30 am to 12:00 pm, where we will honor and rejoice in Hoover's life and the lasting impact he made on us all.
